OMFC | Commissioner’s Message

The creation of the Office of the Manitoba Fairness Commissioner (OMFC) in 2009 represented another progressive step in line with Manitoba’s leadership in the area of international Qualification Recognition. Since then, we have worked together with many stakeholders to make improvements reflecting our province’s long-standing commitment to recognizing qualifications people have earned outside of Canada. One of the things I am most proud of is the collaborative and collegial relationships we have built with Manitoba regulated professions. Their positive attitude and progressive actions are shaping the experience of internationally educated professionals in Manitoba.

Today, one in three applicants for licensure to regulated professions is internationally educated. Our ability to appropriately assess and license them is key not only to their successful integration but also to meeting Manitoba’s ongoing need for skilled people. Manitoba regulators are looking at how their processes are working for this group of applicants and this has resulted in improvements and progressive actions. Effectively, many internationally educated professionals are better off today than they were before we had fairness legislation. However, there is still more work to be done. In some professions, many applicants are not getting licensed and in others many are in process for a long time. In some cases, applicants continue to be blocked by assessments that do not allow them to truly demonstrate competence.

I do have confidence in those involved. I know we are up to the challenge. I believe Manitoba will continue to be an example of what can be done to ensure regulated professions have processes that recognize our unlicensed colleagues as soon as possible while maintaining standards.

The Office of the Manitoba Fairness Commissioner has worked conscientiously to support Manitoba regulated professions. We have developed accountability processes and tools that aid these professions in their efforts to meet requirements under the Fair Registration Practices in Regulated Professions Act. This website was developed to provide stakeholders with information on fairness standards and the efforts of regulated professions to assess and recognize internationally educated professionals. We have outlined our processes and included reports. We hope you find the information clear, complete and useful. We look forward to your feedback as we too strive for continuous improvement.
